UPLM says Human Security Act is 'anti-people'

UNION of People's lawyers in Mindanao (UPLM) secretary general Carlos Zarate, (2nd from left) speaks to Cagayan de Oro media the depressing effect of the Human Security Act (HSA) being implemented by the Arroyo administration.
